Auto Insurance Rebates Coming for Floridians, Starting with Progressive

Florida Governor Ron DeSantis announced that Progressive auto insurance policyholders in the state will soon receive a rebate or credit as part of the state’s ongoing litigation reform efforts — a move he said is already driving down costs for consumers.

Speaking during a press conference Wednesday morning in Sarasota, Gov. DeSantis said the Florida Office of Insurance Regulation has secured nearly $1 billion in credits for Progressive customers, with average rebates expected to be around $300 per policyholder.

“The savings that we’ve seen because of the litigation reforms now means they are going to be giving to you,” he says. “It may depend on how long you’ve been with Progressive — you might get a bigger rebate. It may be a check, it may be a credit on your bill, but the average across Florida policyholders is going to be a $300 rebate.”

Gov. DeSantis credited the reduction to Florida’s 2022–2023 insurance litigation reforms, which he said have led to a sharp decline in lawsuit-related expenses for insurance companies. He said those savings are now being passed down to policyholders.

According to the governor, auto insurance costs were the No. 1 consumer staple nationwide in terms of inflation in 2024, with premiums rising by 20%. But as of 2025, Florida’s top five auto-writer insurance groups have averaged a 6.5% reduction in rates, with further decreases expected.

Gov. DeSantis said the impact of reform is extending beyond Progressive. Insurance Commissioner Michael Yaworsky is currently in discussions with other major insurers to implement similar rebates and rate reductions by January 1, 2026.

DeSantis noted that Progressive confirmed in a recent SEC filing that Florida’s insurance reform has led to lower loss costs on certain types of claims and favorable reserve deployment, as well as strong performance in its Florida auto insurance business.
