Investigation into Relationship with Suspect’s Wife Preceded Howey Chief’s Resignation

The Town of Howey-in-the-Hills has released the findings of an internal investigation involving former Police Chief Michael Giddens following his resignation earlier this summer.
According to investigative records, the Lake County Sheriff’s Office conducted an independent investigation at the town’s request after allegations surfaced involving Giddens and the wife of a felony suspect.

The investigation concluded that Giddens violated multiple department policies, including those related to improper conduct, moral character and conduct while on duty. According to the report, the allegations stemmed from a consensual personal relationship that developed after Giddens contacted the woman during the course of a criminal investigation involving her husband.
Investigators reviewed hotel records, interviews and other evidence as part of the investigation. The report concluded the relationship included meetings that occurred while Giddens was employed as police chief, including at least one encounter investigators determined took place before the end of a scheduled work shift.
According to the report, the woman told investigators the relationship was consensual and that she was not threatened, coerced or harassed.

Giddens was placed on administrative leave in early May, later suspended and resigned effective June 3 while the investigation was still underway.
No evidence of criminal wrongdoing was found.
The completed investigative file will be forwarded to the Florida Department of Law Enforcement for review. The town is currently accepting applications for his replacement.
